Rolland Louis Kane was born in Iowa in 1946. He lived in New Mexico, Utah and Washington before settling in Oregon in 1965. He graduated from high school in 1964, attended local college for two years, then joined the US army as an MP. He spent 3 years in the Army, mostly at a NATO base in Holland.

Rolland was married to Janice Marlene Schaber in 1970. They had a son Kevin Rolland Kane in 1972 and a daughter Michelle Lynn Kane in 1974. Rolland became a deputy sheriff in 1972 and retired in 1998. He continues to work part time as a background investigator for the department. Rolland's hobbies include boating, fishing, fly tying and camping with his wife in their RV.
